Regional Housing Manager II

Summary of Essential Functions, Duties & Responsibilities:
The Regional Housing Manager (RHM) has a primary objective of providing effective, professional, general management and sound leadership to a team of property management staff at assigned portfolio. The RHM is accountable for creating an effective and competent team at all communities (both existing and newly developed) capable of delivering excellent financial performance, compliance to government programs, client service and resident satisfaction. Expand the mission of Volunteers of America in Housing Programs by preserving or assisting in acquiring new housing communities while effectively administering services and supporting the community management team.
Core Responsibilities
Recruit, hire, motivate, and train on-site property management staff within the assigned portfolio. RHM is responsible for training their assigned staff following the prescribed Training Outline which accompanies each on-site Community Administrator Job Description. The RHM needs to clearly articulate their expectations to the on-site team and hold these team members accountable for successful job performance, as measured by adherence to property budgets, compliance with regulatory restrictions, development of new business opportunities, retention of highly qualified staff, maintenance of physical assets to owner/regulator standards and creation/ maintenance of programs in support of the Volunteers of America mission and Business Plan. The RHM is expected to provide leadership, staff development, and work collaboratively with the Volunteers of America Asset Management Team, and to assure that all communities are in compliance with HUD, State, LIHTC, applicable Regulatory Agencies and Management Agreements.

Job Requirements

Knowledge, Skills and Abilities
Bachelor's degree in related field or combination of equivalent, related work experience and education.
Must have expertise and strong competence in HUD, LIHTC and other Affordable Housing Property Management Operations.
Five years of supervisory experience.
Five years of multi-site, or multi-state operations experience
Strong knowledge of property management skills including related financial statements, computer systems/software, regulatory programs, marketing and leasing programs, physical asset knowledge, HUD, Bond, Tax Credit and Conventional financed occupancy related programs, and ability to recruit/hire/ train/supervise and motivate on-site operations personnel.
Ability to perform higher end financial reviews of property operations as it relates to projects with multi-tiered financing.
Experience/commitment to the development of social service programs as they relate to senior and multi-family housing communities.
Turnaround experience highly desirable.
Successful experience marketing new and existing properties.
Administrative self-sufficiency required. Working knowledge of HUD, REAC, HQS, and UPCS Inspection Standards.
Team player attitude absolutely essential and ability to work collaboratively with a team.
Demonstrated track record of exceptional financial and property performance within a sophisticated multi-site / multi-state operating environment.
Exceptional experience in the opening and operating of HUD 202, tax credit and market rate apartment communities.
Ability to market the management services of Volunteers of America National Housing Corporation to outside owners and agencies in an effort to build third party management business.
Ability to work flexible hours. Ability to travel is required.
Role versatility and the ability to Lead Meetings or Training Sessions.
Ability to respond to after-hours emergencies when necessary.
