This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As a Supervisory IT Specialist, you serve as the Branch Chief for the Division of Business Operations with responsibility for effectively leading a team of federal staff and contractors in consistently producing quality and timely work products and services. You will be required to obtain a Federal Acquisition Certification for Program and Project Mangers (FAC-P/PM) Level III certification within one year of employment and maintain that certification level.
Your major duties include: Managing IT investments, large-scale systems, contracts, and tasks that support the management of information systems, and ensuring that the IT investments meet business requirements effectively and cost effectively.
Providing guidance and direction to staff and Contract Officer Representatives on IT acquisitions and IT service contracts.
Ensuring that all DBO procurement activities are managed in accordance with the Federal Acquisition Regulations.
Identifying the appropriate acquisition vehicle to procure IT services and develop procurement documents such as Independent Government Cost Estimates, Acquisition Plans, Statements of Work, Performance Work Statements, Statement of Objectives.
Overseeing and managing system ISSOs to ensures security related activities are handled effectively and consistently across IT systems, including monitoring IT related program risks and vulnerabilities.
Working with ISSOs and HRSA's OIT Security team in creating and updating all the necessary documents required in obtaining and maintaining the Authority to Operate (ATO) for all systems maintained by DBO.
Ensuring the integration of all system components (e.g., procedures, databases, policies, software, and hardware).
