Summary of Essential Functions, Duties & Responsibilities To provide effective design advice and construction management, guidance to management and development staff on new construction projects, the priorities for rehabilitation of properties in the portfolio, facilities management, and due diligence on renovations and potential acquisitions and construction projects directly and through subordinates. To provide effective professional oversight of the physical condition of properties in the **MEMBERS ONLY**SIGN UP NOW***. portfolio. Provides construction management and oversight for new housing development and renovations of existing properties. Develop a procedure for timely evaluation of the physical condition of the organization's affordable housing. Prioritize the relative needs for rehabilitation of the housing and provide senior management with plans and schedules for renovation in accordance with the priorities. Provides oversight of ongoing maintenance and repairs to VOANS owned housing properties. Assists in providing policies and procedures for building maintenance, repairs, and capital improvements, and oversees implementation as requested. Assisting in Formulating and Implementing Energy Management Policies and Procedures. Training and working closely with the asset management, finance, operations, and legal teams on physical condition issues at troubled properties. Directs due diligence regarding the physical plant on potential acquisitions for both housing and healthcare facilities. EEO/AA Employer/Vet/Disabled Knowledge, Skills and Abilities Degree in architecture or real estate related engineering field, or a licensed contractor preferred with fifteen years' experience in construction activities; ten years of multi-site, or multi-state operations experience. Strong knowledge of land use, zoning, site planning, construction, ADA / 504, Fair Housing, property management, asset management and various affordable housing and healthcare programs, including but not limited to the low income housing tax credit program, tax exempt bond financing, and other programs supporting affordable housing and healthcare. Successful experience in leadership, time management, negotiating, multi-project/multi-tasking skills and an evenhanded demeanor for dealing with a variety of tasks performed by a variety of staff and retained professionals. Strong construction management skills including related financial aspects, regulatory aspects, marketing and leasing programs, physical asset knowledge, HUD, Bond, Tax Credit and Conventional financed occupancy related programs along with healthcare facility programs. Experience/commitment to the development of social service programs as they relate to senior, multi-family housing and healthcare communities. Administrative self-sufficiency required. Diplomacy and team player attitude essential. Office including Outlook, Word, Excel and Access. Ability to work flexible hours. Ability to travel is required.
