DPH’s IT group leads dozens of projects annually. The group leverages data driven insights to shed light on important public health issues such as the opioid epidemic and disease prevention and supports programs such as Women, Infants & Children Nutrition Program (WIC). About the Role:DPH is looking for a Director of Applications & Compliance. The Director of Applications and Compliance will directly supervise and monitor the operational and project activities of all Bureaus’ Program Managers, external providers, and internal IT support staff, providing both mentoring and training as required. The Director will ensure the high availability of all business applications through the strict adherence to all EOHHS and EOTSS PMO, Security, Quality Assurance, Change Management, and Release Management practices. He/she will oversee the allocation of resources, staff performance, and providing expertise in all business, application, and IT related matters. The Director will work closely with the Business (Bureau/Program) and Information Technology (IT) leadership, to proactively identify, develop, and drive short-term and long-term application strategies. He/she is responsible for understanding the needs, budgets, and interests of the Business (Bureau/Program) and how these relate to each application portfolio, while ensuring compliance with Information Technology (IT) policies and procedures. This position will report directly to the Associate Chief Information Officer (ACIO) for the Department of Public Health (DPH). Key Responsibilities: • In collaboration with IT and Bureau management, work to continually improve and monitor operational, project, and business processes; including Procurement, Contract and Vendor management• Work with Management in the development and implementation of the DPH IT Governance, Communication, and Continuous Service Improvement Strategies• Conduct, review, and approve performance appraisals, provide training, and mentor members of the Program/Application development and support teams• Ensure that all program management support services meet and/or exceed the business applications support level agreement objectives• Accountable for the management of application upgrades, migration activities, business requirements, and deadlines• Oversee direct project management as well as program oversight, as needed• Ensure that all Master Agreements (MA) and Requests for Response (RFR/RFQ) meet EOHHS and the Commonwealth of Massachusetts guidelines• Maintain professional interaction with internal & external teams, management, other organization service units, and with end users• Work in conjunction with the Business to facilitate the definition of service level agreements and customer requirements• Identify opportunities for improving and streamlining IT processes, as well as maintaining security compliance','!*!Required Knowledge, Skills & Experience:• 2 years of managerial, supervisory or team lead experience • 6 years of experience in IT application support • Bachelor’s degree in Computer Science, Computer Information Systems, Information Management, or equivalent work experience• Strong project management skills and understanding of project management and software development lifecycle methodologies• Strong understanding of testing methodologies for functional, systems, integration, performance and UAT• Ability to foster a collaborative work environment and demonstrate excellent leadership skills• Strong organizational, presentation and customer service skills• Excellent problem-solving, analytical and time management skills• Excellent oral and written communication skills and an ability to work well within a team and project environment• Proven track record in driving complex system integration projects and converting / transitioning / consolidating businesses to new application platforms. Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
