This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Center for Tobacco Products (CTP), Office of Compliance and Enforcement (OCE), located in Silver Spring, MD.
Responsibilities
Reviews each training program during development or revision to confirm or validate that the training courses are conducted within the parameters of sound professional methodologies.
Serves as a Training Specialist and advisor to management in the planning, development, presentation and evaluation of complex training and education programs.
Provides oversight of computerized information/data pertaining to CTPs compliance and enforcement programs and activities.
Develops procedures, criteria, and standards for use in evaluating the training and educational programs.
Collaborates across organizational lines within CTP staff to identify and address training needs.

The position of Training Specialist falls under the 1712
occupational series. To qualify for this position at grade GS-11/12, you must meet requirements by 11:59 pm EST on 7/6/2020.

In addition, applicants must meet one year of specialized experience equivalent to the next lower grade level and/or education requirements for each grade level as documented below.
If you are qualifying based on specialized experience, your resume must clearly show all of the specialized experience as described below for each grade level. If substituting education for experience, a transcript is REQUIRED for validation purposes.

GS:11
Have one year of specialized experience equivalent to the GS-09 grade level in the federal service to include evaluating training, policies, and procedures for educational and professional development programs.
OR
Have a Ph.D. or equivalent doctoral degree with a major study in Education or a subject area related to the position being filled; or have completed 3 full years of progressively higher level graduate education leading to such a degree with a major study in Education or a subject area related to the position being filled; or an L.L.M., if related.
OR
Have an equivalent combination of experience and education that meets 100% of the requirements as described in A and B above.

GS:12
Have one year of specialized experience equivalent to the GS-11 grade level in the federal service to include formulating educational and/or professional development programs, assessing program effectiveness and evaluating the design of operation of systems, programs and/or equipment.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.
