The Law Enforcement Laision will provide technical support to the National Highway Traffic Safety Administration (NHTSA) to support the increase and strength of State law enforcement efforts focused on traffic safety in Region 2 states which include NY, NJ, PA, CT, Puerto Rico, and Virgin Islands. Technical support requires planning, scheduling, outreach, and providing technical advisory services that engage law enforcement contacts (individuals and organizatons) and promote NHTSA's priority programs such as high visibility enforcement, seat belt mobilizations, impaired driver crackdowns, and general traffic law enforcement through a variety of outreach activities such as meeting presentations, networking, and other communications. Regional travel is required.
Candidates shall demonstrate significant academic qualifications, ample experience, working on projects of the same or similar scope, and technology.
Required Qualifications:
Executive level experience as a senior law enforcement leader, e.g. police chief, state police leadership role, sheriff, with extensive command experience in traffic law and enforcement; the date separated from active commissioned service shall not exceed fifteen (15) years at the time of selection.
Documented evidence of active participation in local, state and/or national law enforcement organizations.
Experience with administrative components of a project, such as maintaining milestone and deliverable schedules, keeping within budget constraints and funding categories, invoicing, and ensuring good customer service.
Experience serving as a main point of contact with the highest levels of federal, state or local government.
Experience working with law enforcement agencies, including working with senior command officers and patrol officers, which must include experience, which occurred within fifteen (15) years at time of selection.
Understanding of and ability to work within the unique attributes of the geographic area in which this work will be performed to include: New York, New Jersey, Pennsylvania, Connecticut, Puerto Rico, and the Virgin Islands.
Experience working in traffic safety areas, especially with occupant protection, alcohol-impaired driving, and drug-impaired driving; and also with speeding, motorcycle safety, pedestrian safety, older drivers, young and novice drivers, distracted driving, fatigued driving, bicyclist safety, and school bus safety.
Experience working with law enforcement associations at the national, State, and local-levels.
Experience working with traffic safety organizations, such as State Highway Safety Offices (SHSO) and advocacy groups.
Experience with teaching varied audience's new topics (for example, teaching law enforcement officers how to implement a new enforcement strategy, instructing non-analysts how to examine their crash data).
Experience reviewing and presenting data, including law enforcement data (e.g., citation data) and traffic safety data (e.g., crash and fatality data), and experience computing averages, and discerning trends and anomalies. This includes experience compiling data from various sources and presenting it in a cohesive and meaningful way.
Experience organizing events, such as a news media event for a new law enforcement initiative, or a training workshop.
Experience with software programs, such as Microsoft Office (e.g. Word, PowerPoint, etc.).
Experience writing narrative reports, for example summaries of project activities.
