This position is located in the Department of Health And Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia.nnAdditional selections may be made across the Department of Health and Human Services through this vacancy announcement,educationRequirements:,employmentType:FULL_TIME,hiringOrganization:Office of the Secretary of Health and Human Services,jobLocation:[{@type:Place,address:{@type:PostalAddress,addressLocality:Washington,addressRegion:DC }}],responsibilities:ntServes as a the technical expert on implementing and administering conduct and performance management program at the Department level. ntProvides consultative and advisory services in human resources programs, but not limited to: disciplinary and adverse actions, telework and leave administration, performance management, workplace disputes, and administrative and/or negotiated grievances.ntProvides advisory services for management officials that require interpretations of the Department's labor and employee relations guidelines regarding routine and highly controversial issues that may involve more than one area of Human Resources (HR) policy.ntPrepares disciplinary/adverse action cases ensuring action is carried out in a timely manner and case files are free from technical or procedural errors.ntConducts briefings and training sessions for management officials at various levels on human resources issues as required.ntResearches and recommends solutions to precedents setting labor and employee relations problems with serious impact on Department-wide operating policies, practices, and procedures.ntProvides strategic employee relations advisory services on Department-wide strategic plans and complex organizational issuesntServes as a liaison between labor and management relative to the interpretation/application of labor agreements, negotiability and representational issues, and official time.ntMeets with managers and employees as appropriate to provide guidance and/or respond to inquiries. n,qualifications:Minimum Qualifications:nnGS-12 Specialized Experience: To qualify for the GS-12 you must have at least 1 year of specialized experience equivalent to the GS-11 level in employee relations field performing duties such as: using Employee and Labor Relations concepts, principals, laws and regulations to serve as a consultant to management; drafting disciplinary and or adverse actions; drafting responsive communications to labor unions; assessing potential impact and precedent-setting implications of pending employee disputes; assist with the development of new or modified HR work methods.nnGS-13 Specialized Experience: To qualify for the GS-13 you must have at least 1 year of specialized experience equivalent to the GS-12 level in employee relations field performing duties such as: using Employee and Labor Relations concepts, principals, laws and regulations to serve as a consultant to management; writing technical advisory memos on employee relation topics; drafting complex disciplinary and or adverse actions; writing proposal and decision for issuance to management; drafting responsive communications to labor unions; assessing potential impact and precedent -setting implications of pending employee disputes; developing new or modifies HR work methods, approaches or procedures for delivering effective HR services to clients.nnnDocumenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.nnExperience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
